You can only progress that achievement by buying the armor piece from the cultural armor NPC in the respective racial city or from the Skritt Trader in wvw. The difference is the much higher cost of cultural armor and the much smaller 'bank for the buch' of cultural armor and order gear. You get the wrong armor elsewhere, it's no biggie, you maybe lost about 500-700 karma per character level, or a mere 12-15 silver per character level, maybe a few badge of honor or dungeon currency. No biggie.

Cultural armor is for appearance only, to be honest. The stats on a per-level basis for cultural armor are good, because they are rare-quality, but you really should be upgrading your equipment every 5-10 levels.

Sadly support is correct on this one, Cultural armor is locked to the race, in your wardrobe, when you select the skin from a Cultural armor set, it will tell you that you need x race in order to use it, its been that way since the game launched, you say you used to beable to transmute it under the old.

The cultural armor achievements require purchasing one piece of each armor type (headgear, shoulders, chest, gloves, leggings, boots) at each of the three tiers. This costs 128 98 for a single race and 644 90 for all five races.

Creating a new armor set in GW2 takes a long development time and mostly designs are made for one race and the others get a copy of it, that mostly looks strange on asura and charr. So, why not create more cultural armor? They could design them specifically for the culture and physics of each race.
